921.16 HARMFUL SUBSTANCES PROHIBITED.
   (a)    No person owning or using, or having control or charge of gas or other substance deleterious to tree or plant life, shall allow such gas or other deleterious substance to come into contact with the soil surrounding the roots of any tree or plant life in any public ground in such manner as may injure the tree or plant life.
   (b)    No person shall cause, authorize or permit any brine, water, oil, liquid dye or other substance deleterious to tree or plant life to lie, leak, pour, flow or drip on or into the soil about the base of any tree in any public ground, or onto the sidewalk, road or pavement therein at a point whence such substance may by lying on, or by flowing, dripping or seeping into the soil, or in any other manner whatsoever, injure the tree or plant life; or cause or permit such lying, leaking, flowing, dripping, seeping or injuring.
   (c)    No person, except with the written permit of the Mayor, shall place or maintain upon any public ground any stone, cement or other material or substance in such manner as may obstruct the free access of air and water to the roots of any tree, shrub or ornamental plant in any street, public park or public ground. Unless otherwise provided for in the written permit as herein provided, there must be maintained about the base of the trunk of each shade tree in public ground at least six square feet of open ground for a tree three inches in diameter, and for every two inches of increase of such diameter, there must be an increase of at least one square foot of open ground.
