All excavations made within the street lines or sidewalk removed shall be subject to the directions of and under the supervision of the Director of Public Service or the Building Commissioner. All paving, material, flagging, curbing and ballasting shall be carefully removed and preserved, and after the work is done, as contemplated by the application for the permit heretofore referred to, the trench or excavation shall be refilled, in accordance with the directions of the Director or the Building Commissioner, and the flagging, concrete, paving or other paving material shall be properly replaced under the supervision of the Director or the Building Commissioner, but at the applicant's expense.
