Each applicant for a driver's license under the provisions of this chapter shall be examined by a person designated by the Director of Public Safety as to his knowledge of the provisions of this chapter, traffic regulations and the geography of the City, and if the result of the examination is unsatisfactory, he shall be refused a license. Each applicant must, if required by the Director, demonstrate his skill and ability to safely handle his vehicle by driving it through a crowded section of the City, accompanied by a police officer.
