No taxicab shall operate for hire upon the streets of the City without obtaining a license from the Director of Public Safety. The licenses shall be issued as of January 1, and shall expire on the following December 31, unless sooner suspended or revoked by the Director. An application for a license for a taxicab shall be made by the owner, upon blank forms to be furnished by the Director and the application shall contain the full name and address of the owner, the class of vehicle for which the license is desired, the length of time the vehicle has been in use, the number of persons it is capable of carrying, and the motor power thereof, together with the indemnity bond required in this chapter.
