The licensing and inspection of taxicabs, the inspecting and sealing of taximeters, the examining of applicants for licenses to drive such taxicabs, the licensing of drivers, as hereinafter provided, and the enforcing of the provisions of this chapter shall be under the control of the Director of Public Safety.
If a taxicab is disabled or disqualified for service or sold, the Director may at his discretion permit the use of a license granted for a taxicab to be transferred and used for another, provided the taxicab complies with the provisions of this chapter.
