No person shall distribute or place mechanical amusement devices or juke boxes within the corporate limits of the City, by lease, conditional sale or by any other financial method, without first having obtained a license from the Director of Finance upon application for such license and the payment of an annual fee of fifty dollars ($50.00) upon the granting of the application. Nothing contained in this section shall be construed as intending to prohibit any person from purchasing a mechanical amusement device or juke box, as his sole property, provided that, such person complies with the provisions of this chapter which are applicable thereto.
