The costs incurred by the city in removing snow or ice under the provisions of this subchapter shall be reported to the Common Council, and the same shall be levied and assessed as a special tax, and shall become due and delinquent, bear the same rate of interest to be sold at the same time, and in the same manner as provided for other special taxes in the city.
