No person shall drive a motor vehicle unless such motor vehicle is equipped with a muffler in good working order and in constant operation to prevent excessive or unusual noise and annoying smoke. It shall be unlawful to use a muffler cut-out on any motor vehicle upon a highway or street. No vehicle shall be driven or moved unless such vehicle is so constructed or loaded as to prevent its contents from dropping, sifting, leaking, or otherwise escaping therefrom.
