(A) Sidewalks are considered necessary on major thoroughfares and where considerable pedestrian traffic is expected. Sidewalks shall be constructed on the street right-of-way and installed when and as required by the Planning Board and the City Council.
(B) When sidewalks, curbs and gutters are not provided, the developer may be required by the city to provide facilities suitable for pedestrian traffic. These facilities shall be in the form of a four-foot wide paved and marked pedestrian walkway. This path shall run parallel to the street in the designated right-of-way.
