The following Fire District is established for the city: all of the area within the city zoned for business purposes, but excluding therefrom the area included in the primary Fire District. It shall be unlawful to erect any building of frame construction or unprotected metal construction within the secondary Fire District, but it shall be permissible and lawful to construct buildings in this area of masonry construction; provided, that the exterior walls of the building are at least eight inches in thickness, with an allowance of 35% void when using concrete or other similar block construction.
