Each excavation or opening made in any street, sidewalk or public place shall, from the time of initiation of the work until the surface has been completely restored to its original condition, be illuminated during periods of darkness so as to be seen readily by persons and animals in the vicinity, and shall be roped off, barricaded or covered in a manner so as to protect persons, animals, vehicles and other property from danger or harm.
