No person shall deposit or dispose of any kind of refuse upon any street, sidewalk, other public place or vacant lot or upon private premises owned or occupied by another, except that garbage and trash may be set out in receptacles for collection by the city as provided in Ch. 50 of this code of ordinances. No person shall deposit or dispose of any kind of refuse in any pond, lake, spring, well or watercourse or in any gutter or drain.
