No person while operating a warehouse for the sale or storage of leaf tobacco, shall fail to provide and maintain in the warehouse or on the premises thereof, a receptacle or bin for the trash and debris of the warehouse and its premises. The receptacle or bin shall have a capacity of not less than three cubic yards, and shall be so located and constructed as to receive conveniently any trash and debris and to afford convenient access to personnel, trucks and other vehicles employed by the city in removing trash and debris therefrom.
