(A) Within the ten-day period mentioned in § 83.03, the owner or occupant of the property may appeal to the City Manager that a public nuisance does not exist on the property. The abatement of the public nuisance shall be stayed until a final determination by the City Manager.
(B) If the public nuisance will cause imminent peril to life or property, the abatement of the public nuisance shall not be stayed unless ordered by the courts.
(C) If there is no appeal, the city may proceed to abate the nuisance.
