§ 60.09 PERMIT REQUIRED; APPLICATION.
   It shall be unlawful for any person to promote, conduct or participate in any parade or demonstration on the public streets, sidewalks or other public areas within the city unless a permit therefore is applied for and obtained from the Emergency Services Director, or his or her designee, at least five days before the parade or demonstration. The city shall follow G.S. § 20-169 and the permitting process for road closures concerning state roads in the city. The permit shall be issued only upon written application, signed by a duly-authorized representative of the person, firm, corporation, group, association or organization promoting the parade or demonstration. The application shall state the time and place at which the parade or demonstration shall commence and at which it shall terminate, the route of travel, the objects and purposes of the parade or demonstration, a description of the groups of persons participating therein and any other information as may be necessary to enable the Emergency Services Director, or his or her designee, to determine the extent, nature and purpose of the parade or demonstration. Special events applications shall be submitted to the city no later than 45 days prior to the scheduled date of an event, unless it is a state-owned road and then the application shall be submitted 67 days prior to an event.
