No person shall promote or participate in any parade, demonstration or picketing except in a peaceable, orderly and lawful manner. While any parade, demonstration or picketing is in progress or is in the process of being formed or disbanding, no person, either as a sponsor, promoter, participant, spectator or otherwise shall do or cause to be done anything that may be likely to incite a breach of the public peace or any unlawful assembly, rout or riot as defined by the common law, or any affray or other public disorder.
