§ 60.04 WEAPONS AND VICIOUS ANIMALS PROHIBITED.
   (A)   The City Council hereby determines and declares that the carrying or displaying of dangerous or unusual weapons or other vicious animals at demonstrations, parades or assemblies of any kind, including picketing, is a matter of concern and interest to the public and affects the public peace, government, welfare, health and safety, and that, therefore, the regulation of such by the City Council is both necessary and desirable.
   (B)   State law further makes it unlawful for any person participating in, affiliated with, or present as a spectator at any parade, funeral procession, picketline or demonstration upon any public place, owned or under the control of the state, or any of its political subdivisions, to willfully or intentionally possess, or have immediate access to any dangerous weapon. Persons exempted from the provisions of G.S. § 14-269(b) are not bound by this prohibition. This prohibition also does not apply to the concealed carry of a handgun at a parade or funeral procession by a person with a valid permit to carry a concealed handgun, or by someone who is exempt from obtaining a permit pursuant to G.S. § 14-415.25. However, no person, irrespective of a permit or ability to carry without a permit, may carry a concealed handgun on any premises where the person in legal possession or control has posted a conspicuous notice prohibiting the carrying of a concealed handgun.

   (C)   No person shall promote, conduct or participate in any assembly, demonstration, parade or picketing on the public streets, sidewalks or other public areas within the city in which any animals of a dangerous nature, or any animals calculated to inspire fear, or any animals that appear to be any of the foregoing types are carried, displayed or used in any manner. However, this section shall not apply to circus or similar parades in which caged animals are displayed and proper safety precautions are taken to protect the public from danger.
