Every person owning a house or other building or structure designed or intended for human habitation, occupancy or use, the property line of which is not accessible to a city sanitary sewer as provided in § 51.012, shall install and maintain on the premises a septic tank of a type approved by the State Board of Health, the location and installation of which shall be approved by the County Health Department.
