(A) It shall be unlawful for any person to reconnect the water supply except by authority of the city and except upon payment ot the city of the appropriate meter/hydrant tampering fine referred to in § 51.006.
(B) It shall be unlawful for any persons without proper city authority to re-connect any water meter which has been disconnected by the city unless and until the account due has been paid in full.
