§ 50.07  POINTS OF COLLECTION.
   (A)   It shall be the responsibility of the residential occupant on the days allocated to collection in that area to position solid waste containers on his or her lot at curbside. It shall be unlawful to place solid waste containers at the designated location at days other than those days scheduled for collection. No person shall place or cause to be placed or permit to remain at curbside, any solid waste container earlier than 6:00 p.m. on the day before the scheduled day for collection.
   (B)   Multiple-family dwelling units having three or less family units or commercial establishments or multiple family dwelling units not required to use dumpster units according to § 50.06(A)(3) shall place all solid waste containers for collection at one single point easily accessible to collection crews. The Mayor or his or her duly authorized representative shall designate the location of such placement, taking into consideration, among other things convenience to collection crews, convenience to customer, hazardous conditions and the like.
   (C)   Except by order of the Mayor or his or her duly authorized representative and with prior consent of the property owner, no solid waste collection vehicle shall enter a privately owned roadway or land or other private property for the purpose of solid waste collection. No collector, except by order of the Mayor or his or her duly authorized representative, shall be required or permitted to enter any house, apartment building, or ascend or descend any stairway or elevator, hoist or loading platform for the purpose of collection.
   (D)   (1)   However, any individual who shall establish to the satisfaction of the Mayor or his or her duly authorized representative, that he or she suffers from a physical disability such as to make it impracticable to place the solid waste container at the required collection point, shall not be required to do so. The container shall be collected at a reasonably accessible location, provided, however, that such disabled individual does not live in a household with other individuals physically capable of placing the solid waste container at the required location.
      (2)   In order to be entitled to the service above specified a person shall make application to the Mayor or his or her duly authorized representative and shall, if required, present sufficient medical evidence in support of the claim of disability.
   (E)   Any individual or group of individuals over the age of 65, living in a household without an individual under the age of 65, may be entitled to collection service as is available to disabled individuals providing that sufficient evidence is presented to the City Manager or his or her duly authorized representative establishing the right to such benefits.
