(A) Fencing and retaining or privacy walls in excess of four feet in height require a permit, for which a fee shall be paid.
(B) If, in the judgment of the Zoning Officer, the proposed fence or wall will not be in consonance with proper neighborhood development, the permit will be denied.
(C) Materials for permanent fences shall be durable; materials such as snow fencing and poultry wire are not permitted.
