§ 33.20  ESTABLISHED.
   (A)   There is hereby formed, created and established a municipal building commission, separate and distinct from the Building Commission formed under § 150.16, to be known as the City Building Commission (the “Commission”). In accordance with the Act, the Commission shall be a public corporation and have perpetual existence.
   (B)   The Commission shall have all powers granted by the Act and any other powers granted to it by applicable law.
   (C)   The Board of the Commission shall consist of three members.
   (D)   At the conclusion of the term of the appointment of each member of the Commission, the City Council shall appoint a successor for a term of five years. Not more than two of the three members of the Board named shall be from the same political party and no member named shall hold any office (other than the office of notary public) or employment under the United States of America, the state, any county or political subdivision thereon, or any political party. All members named shall be residents of the city.
   (E)   The Commission shall not incur any indebtedness or acquire any property, real or personal, without the prior written consent of the City Council.
   (F)   No indebtedness of any nature of the Commission shall constitute an indebtedness of the city, the county or any agency thereof, except the Commission, No indebtedness or obligations incurred by the Commission shall give any right against any member of the City Council or any member of the Commission.
