§ 150.16  BUILDING INSPECTION COMMISSION; CREATED; ORGANIZATION.
   (A)   Creation. There is created an enforcement agency to be known as the Building Inspection Commission.
   (B)   Composition. Such agency shall be composed of the Mayor, the City Engineer and one member at large, to be selected by and to serve at the will and pleasure of the Mayor. The Director of Health or his or her representative and the Fire Chief shall serve as ex officio members of the Commission. The Mayor shall serve as Chairperson, and the Commission shall elect a Vice Chairperson. The City Clerk shall serve as Secretary of the Commission.
   (C)   Quorum. A majority of the Commission shall constitute a quorum.
   (D)   Record. A permanent record shall be kept in the City Clerk’s office and shall be open to inspection by any party in interest.
   (E)   Rules and regulations. The Commission shall have authority to make rules and regulations, not contrary to law, for the purpose of carrying into effect the purpose of this subchapter.
