§ 70.23  SCHEDULE OF FINES; TICKETS; WARRANTS.
   (A)   The fines for the following traffic violations shall be as follows:

   (B)   The Police Department is directed to prepare and have produced an envelope-type violation ticket setting forth on the face thereof, the fines set out in division (A) above and division (C) below, and the Police Department is authorized to purchase such numbers of such envelope-type tickets or summonses as may be necessary in the proper administration of the Department.
   (C)   Persons receiving tickets or summonses described in division (B) above who desire to pay, without hearing, such summonses as are shown on the face of the ticket, and as set forth in division (A) above, shall be permitted to make such payment directly to the office of the City Collector and Treasurer, within five days after receipt of such ticket. All parking violations are double in cost five days after the issuance thereof. In the event of nonpayment by any person receiving a ticket within five days of the issuance thereof, proper legal proceedings shall forthwith either be instituted or be prosecuted against the alleged violator. If the fine is not paid within 30 days of the date on which the ticket was initially issued such person shall be subject to the penalty provided in § 70.99.
   (D)   In the event any person fails to comply with a citation given to such person or attached to a vehicle, or fails to make appearance pursuant to a summons directing an appearance in the Police Court, or if any person fails or refuses to deposit bail as required and within the time permitted, the Clerk of the Court or the Traffic Violations Bureau shall secure from the Court a warrant for his or her arrest.
