No person shall pave, resurface, construct, build, or cause to be paved, resurfaced, constructed, or built, any street or alley without first having obtained permission from the Town Council and its designated representative. In order to ensure an orderly and uniform system of streets and alleys within the municipality, the Town Council may require plans, drawings, and designs of said proposed paving, resurfacing, construction, or building which shall be approved by the municipalities designated representative before granting or denying said permission.
