§ 154.023 R-3 RESIDENTIAL MULTIPLE-FAMILY.
   (A)   Permitted uses.
      (1)   Multi-family units.
      (2)   Two-family dwelling units.
      (3)   Single-family dwelling units.
      (4)   Public schools and parks.
      (5)   Municipal recreational uses and public utilities and structures.
      (6)   Accessory structures or uses incidental to the principal use.
      (7)   Manufactured homes, provided all requirements set forth in § 154.022(E) are met, and provided that the structure has a minimum width and length of 28 feet and 44 feet.
      (8)   Minor impact home occupations.
   (B)   Area requirements, residential. Same as in a R-1 District, except the following: lot area per dwelling unit: 12,000 square feet total lot area shall be required for the first two dwelling units, plus 2,000 square feet for each additional dwelling unit.
   (C)   Area requirements, places of public assembly and school. Same as in a R-1 District.
   (D)   Conditional uses upon satisfaction of the provisions of § 154.047 of this chapter.
      (1)   Hospital and nursing homes provided that they meet all of the setback requirements, and provided one off-street parking space for each one bed, plus one off-street parking space for each doctor and employee is provided. All off-street parking must be paved.
      (2)   Minor impact home occupations when operating in conjunction with no-impact home occupations, and major impact home occupations.
      (3)   Planned residential development.
      (4)   Telecommunication towers.
      (5)   Churches and religious educational buildings.
   (E)   Multi-family development standards are designed to permit and encourage the development of multi-family residences at a medium density that is appropriate to the area.
      (1)   Density shall be limited to 16 units per acre.
      (2)   Height. Two stories or 35 feet measured from Finished Floor Level (FFL).
      (3)   Exterior yards. Minimum 25 = foot setback.
      (4)   Detached building separation. All detached buildings shall be separated by a distance of not less than ten feet.
      (5)   Open space. A minimum of 20% of the total lot size shall be maintained as open space, landscape and/or natural area or recreation areas.
      (6)   Screening/fencing. In the event a parcel is used as a multi-family use, a compact evergreen screen or a permanent opaque fence of wood or masonry construction shall be erected and maintained between adjoining residential uses or zones. Screening shall be six feet in height. Security fencing of ornamental design shall be located along the front and any side abutting right-of-way. Gating used for ingress/egress shall be set back an adequate distance to prevent stacking of vehicles on streets. Fencing be included on site plans for review and approval.
      (7)   Lighting. Any light used to illuminate the property or parking area shall be so arranged to reflect away from adjacent properties including those located across rights-of-way.
      (8)   (a)   Parking. Parking shall be calculated in two categories:
            1.   One bedroom apartments. One-and-a-half spaces per unit.
            2.   Two or more bedroom apartment. Two spaces per unit.
         (b)   Minimum design standards for parking spaces shall be ten feet in width by 18 feet in depth exclusive of ingress and egress. Striping shall be utilized to delineate spaces. Parking shall not be allowed in front yard or street side setback areas. Parking of large trucks, commercial vans, semi-tractor trailers or equipment utilizing continuous running compressors or motors shall not be permitted.
      (9)   Ingress/egress. Minimum drive width of 20 feet shall be provided and installed per § 154.046(C)(3) of this code and maintained free of potholes and damage.
      (10)   Accessory uses. Accessory buildings used for storage shall not be placed if front or side yard setback areas adjoin rights-of-way. Sanitation units shall be placed in side or rear yards only and shall not be placed within required setback areas. Sanitation units shall be screen with permanent opaque materials.
