(A) All deliveries or pick-ups in the city not located on the herein designated truck routes shall travel the truck routes to the closest point of their designation, provided, however, that short-cuts on non-designated truck routes may not be taken when there are designated truck routes that will arrive at the same destination or closest point thereto. However, all trucks engaged in making deliveries originating from a point within the city to other points within the city not located on the designated truck routes shall be excluded from this provision.
(B) All pick-up and deliveries are to be transacted off street right-of-way except where such transaction cannot be accomplished by any other feasible means. All pick-ups and deliveries shall at no time obstruct or impede the flow of traffic beyond reasonable extent.
