Whenever a new position is created, or there are urgent reasons for filling a vacancy and there is no eligible list from which a person may be certified, the appointing officer may nominate a person to the Commission and with its approval in writing, may appoint such a person provisionally to the position until a selection and appointment can be made in accordance with Section 159.10. Such provisional appointments shall not exceed three months. No successive provisional appointment may be made to the same position.
