159.18 DEFINITIONS.
   The terms hereinafter mentioned shall be construed as follows:
   (a)   “Commission” means the Civil Service Commission of the City of Wheeling, West Virginia.
   (b)   “Code” means the Civil Service Ordinance adopted October 10, 1939, as amended.
   (c)   “Appointing officer” as it pertains to Article 159 shall mean the City Manager.
   (d)   “Compensation” means the annual salary of the position or its equivalent when stated by the day, week or month, and shall include the proper computation for lodging and board and/or either when the same is furnished at the expense of the City.
   (e)   “Veteran” means persons who served in any branch of the Armed Forces of the United States.
   (f)   “Original appointment” for the purpose of Article 159 shall mean any individual hired into a position who was not employed by the City prior to the appointment. This does not include reinstatements.
   (g)   “Employee” for the purpose of Article 159 shall mean those persons in the unclassified service as listed in Section 149.18 , and those persons appointed to employment positions by the City Manager, except for those in the Fire and Police Departments.
   (h)   “Classification” for the purpose of Article 159 shall be defined as the job position or group of positions that are similar in job content, responsibilities and duties, and shall not include compensation.
   (i)   “Pay grade” shall be interpreted as the level of compensation given to a classification.
