There is hereby adopted and incorporated by reference as if set out at length herein that part of the State Building Code entitled the 2015 edition, International Existing Building Code, Fifth Printing, as published by the International Code Council, to be known as the Existing Building Code of the City of Wheeling, West Virginia, for the purpose of establishing provisions for improving and upgrading existing buildings to conserve resources and history.
