The purpose of the rates and charges set forth in Sections 925.06 and 925.07 is to produce an amount equivalent to the cost of the City of the operation of garbage, rubbish and designated recyclable material collection and disposal. If after a reasonable experience under the rates set forth in such sections, it is determined that such are producing more income than the actual cost to the City for the operation of the garbage, rubbish and designated recyclable material collection and disposal, the rates charged for domestic collection shall be reduced.
