The rates and charges for the collection, removal and disposal of garbage, rubbish and designated recyclable material for hotels, restaurants, retail and wholesale stores, factories and industries shall be such as will compensate the City for the expense involved in removing the types of refuse produced; such charges and time schedules for collection shall be fixed by contract between the City and the hotels, restaurants, retail and wholesale stores, factories and industries. Such contract shall provide for adjustments for abnormal volume and change of conditions and shall in no event exceed the term of one year.
