There shall be no free services rendered by the sewer system, and the City and every department, agency or instrumentality thereof availing itself of the services and facilities of the sewer system, shall pay for the use of such services and facilities at the established rates from general funds or other funds available for such purposes. Revenues received from the services and facilities furnished by the sewer system to the City shall be applied and accounted for in the same manner as other revenues derived from the operation of the sewer system.
