City departments may obtain street opening without making the deposits required by Section 905.06, but in such cases, bills shall be rendered against such departments by the Department of Public Works for the necessary street restoration work, and such bills shall be paid out of funds appropriated for such departments; provided, however, that the City Manager may, in his discretion, require the Public Works Department to perform the work of street restoration without special compensation therefor.
