All deposits required by rules promulgated pursuant to Section 905.03 shall be paid to the City Treasurer, and shall be deposited by him to a street restoration fund, or subfund. The Department of Public Works shall have the right to draw vouchers from time to time against such fund for the labor, material, services, use of tools and equipment, payment of contractors, and supervision furnished by such Department in restoring the pavements disturbed, and supervising such restoration. The Department of Public Works shall also, on demand, prepare vouchers in favor of depositors for balance due such depositors after the charges of the Department for its services in connection with the restoration work have been paid.
