905.03 RULES AND REGULATIONS.
   The City Manager shall, from time to time, prepare such rules and regulations as may be necessary or desirable to regulate the issuance of permits for street openings. Such rules and regulations shall relate to the following matters, among other things:
   (a)   Bond or deposit to cover the cost of refilling the excavation and of restoring the surface and maintaining the same for a period of two years;
   (b)   Fees to be charged for the issuance of such permits;
   (c)   Indemnifying bonds for the protection of the City and members of the public against negligence, malfeasance and nonfeasance in connection with any such activity;
   (d)   Manner in which such work shall be performed, including safety precautions and provisions for public protection;
   (e)   Supervising provisions, and fees for making inspections;
   (f)   Method of making restoration;
   (g)   Forms and records; and
   (h)   Such other matters as may be necessary or desirable.
