The charge imposed by Section 789.02 and 789.07 shall be paid by each of the public utilities quarterly as follows: For the period beginning July 1 and ending September 30 of each year, on or, November 1 of the same year; for the period beginning October 1 and ending December 31 of each year, on or before February 1 of the following year; for the period beginning January 1 and ending March 31 of each year, on or before May 1 of the same year and for the period beginning April 1 and ending June 30 of the same year, on or before August 1 of the same year.
