If any person fails to pay any tax required under this article when due and payable, the City may collect the same by any proper legal action. In addition thereto any City license for any show or exhibition described in Section 781.02 shall be subject to revocation by Council at any meeting thereof after ten days; written notice of the time, place and purpose of the meeting shall have been given to such person by the City Clerk. Such person may attend such meeting and make any proper defense before Council.
