No person shall operate or exhibit in the City any show or exhibition of any kind described in Section 781.02 without a license therefor from the Licensing Officer. Each person to whom a license is issued under this section shall pay a fee of fifty cents ($.50) for each license certificate to cover the cost of issuance thereof. All such licenses herein provided for shall be issued subject to compliance with the provisions of this article.
