(a) The owner or occupant, or any person having the care of any building or lot of land bordering or abutting any street or square within the City, where there is a sidewalk graded, or graded and paved, shall, within a reasonable time following any snowfall , and/or ice accumulation, cause the same to be removed therefrom and by treating the sidewalk with sand, salt or some other suitable substance. The provisions of this section shall apply to the falling of snow or ice from any building. The City Manager may order the removal and treatment at the owner, occupant or agent's expense and place a lien pursuant to the same procedure described in Section 543.02.
(b) The owner, or agent of the owner, lessee or occupant of property abutting on any street, lot, place or area within the following commercial areas of the City: 10th Street to 23rd Street, including, Water, Main, Market and Chapline Streets in the downtown and Centre Market areas; Zane Street from the Back Channel Bridge to the Fort Henry Bridge on Wheeling Island and the 2100 and 2200 blocks of National Road in the Elm Grove area, shall keep the sidewalk free from snow and ice. In the event that an owner, or agent of the owner, lessee or occupant fails to keep the sidewalk free from snow and ice within a twenty-four hour period following such snowfall and/or ice accumulation event, the City Manager is hereby empowered and authorized to order the removal of such snow and /or ice. Such order is due to the failure or neglect of such property owner, agent of the owner, lessee or occupant to put the sidewalk in a clear condition by removing the snow and/or ice therefrom and by treating the sidewalk with sand, salt, or some other suitable substance within twenty-four hours following the event wherein snow and/or ice accumulates upon the sidewalk.
