1-10-2: PURCHASES; BIDDING REQUIREMENTS:
   A.   Approval Required: Any supplies, materials and equipment for the offices, departments and agencies of the city the cost of which exceeds the sum of seven thousand five hundred dollars ($7,500.00), but is less than fifteen thousand dollars ($15,000.00), must be approved by the city council prior to such purchase, and may be approved only after the city administrator, or his designee, shall have obtained bona fide quotes or bids from three (3) separate sources or suppliers of such supplies, materials and equipment.
   B.   Approval Not Required: Any supplies, materials and equipment for the offices, departments and agencies of the city government the cost of which is seven thousand five hundred dollars ($7,500.00) or less may be purchased by the city administrator without prior council approval.
   C.   Competitive Bidding: The purchase of any supplies, materials and equipment for the offices, departments and agencies of the city government the cost of which exceeds fifteen thousand dollars ($15,000.00) shall require prior council approval, and shall be awarded to the lowest responsible bidder upon such notice and advertisement as required by the public competitive bidding act, 61 Oklahoma Statutes section 101 et seq., as then in effect at the time of such purchase.
   D.   Public Improvements:
      1.   All public improvements, including construction of new facilities, repair, remodeling or restoration of existing facilities, the cost of which exceeds two thousand dollars ($2,000.00), but does not exceed the sum of fifteen thousand dollars ($15,000.00), shall require prior council approval, and shall be awarded only after the city administrator, or his designee, shall have obtained bona fide quotes or bids from three (3) separate contractors qualified to perform such construction, repair, remodeling or restoration.
      2.   All public improvements, including construction of new facilities, repair, remodeling or restoration of existing facilities, the cost of which exceeds fifteen thousand dollars ($15,000.00), shall require prior council approval, and any such contract shall be awarded to the lowest responsible bidder upon such notice and advertisement as required by the public competitive bidding act, 61 Oklahoma Statutes section 101 et seq., as then in effect at the time of such purchase.
