Each occupied residence and each occupied business or commercial building in the city shall connect to the city’s sanitary sewer system within 60 days after the adoption of this section; provided, however, that, said 60 days does not begin to toll until said sanitary sewer system is constructed and such service shall be brought within at least 150 feet of the residence or business property line.
