It shall be unlawful for any person, association, partnership, corporation or other legal entity to engage in the use of any megaphone or other facility which makes a loud or unusual noise, on any of the streets of the city; provided, this shall not prevent schools, churches, charitable organizations, civic organizations or political speakers from making such announcements as they may desire to make, where no private gain is expected.
