It is hereby declared unlawful and a public offense for any person, without good and lawful reason, between the hours of 12:00 a.m. and 5:00 a.m. to loiter, lounge or wander aimlessly about on foot or in a motor vehicle within the city limits, on the streets or alleys, or in or about the premises of a public school, or in or about any other public building, bus station, depot or other public place, or in or on property of another without the expressed or tacit assent of the owner or person in charge of such place, or during such time to sleep on any sidewalk, street or alley, or other public place, or in a motor vehicle or otherwise in or on such places or to occupy a parked motor vehicle on the streets or alleys or in other public places, or to cruise back and forth in a motor vehicle, without a lawful and valid reason on the streets and alleys at such time.
