B. Upon final inspection, when it is determined that the mobile home park complies with the provisions of sections 7-9-16 to 7-9-23 of this chapter, inclusive, and compliance with the applicable minimum landscaping standards as set forth by a council resolution concerning minimum standards and specifications for landscaping and aesthetics, a certificate of occupancy shall be issued to the holder of the permit by the division or designated agency for enforcement. C. If the division of the agency for enforcement finds that no substantial hazard will result from occupancy of a mobile home park or portion thereof before the same is completed in full, it may, upon request, issue a temporary certificate of occupancy for a specified period of time or until the park is completed.
