7-3-1: SHORT TITLE; CODE ADOPTED:
This chapter shall be known as the PLUMBING CODE OF THE CITY hereinafter "code", including the adoption of the international building code and necessary administrative provisions 1 . (Ord. 91-30, 8-6-1991; amd. Ord. 2005-07, 12-20-2005)

7-3-2: ADMINISTRATIVE PROVISIONS:
The following provisions are to be considered with the international building code as adopted by this chapter: (Ord. 91-30, 8-6-1991; amd. Ord. 2005-07, 12-20-2005)
   A.   Applicability Of Provisions: The provisions of this chapter shall apply to all new construction, relocated buildings and to any alterations, repairs, or reconstruction, except as provided for otherwise in this chapter.
   B.   Administrative Authority:
      1.   Definition: Whenever the term "administrative authority" is used in this chapter it shall be construed to mean the city manager/engineer or his authorized representative.
      2.   Office Part Of City Manager/Engineer Office: Unless otherwise provided for by law, the office of the administrative authority shall be part of the office of the city manager/engineer.
      3.   Office Hours; Duties: The administrative authority shall maintain public office hours necessary to efficiently administer the provisions of this code and amendments hereto and shall perform the following duties:
         a.   Require submission of, examine and check plans and specifications, drawings, descriptions and/or diagrams necessary to show clearly the character, kind and extent of plumbing work covered by applications for a permit and upon approval thereof shall issue the permit applied for.
         b.   Collect all fees for permits issued as provided by this code, issue receipts therefor in duplicate, the duplicate copy of which shall be maintained as a record of his office.
         c.   Administer and enforce the provisions of this code in a manner consistent with the intent thereof and inspect all plumbing and drainage work authorized by any permit to assure compliance with provisions of this code or amendments hereto, approving or condemning said work, in whole or in part, as conditions require.
         d.   Issue, upon request, a certificate of approval for any work approved by him.
         e.   Condemn and reject all work done or being done or materials used or being used which do not in all respects comply with the provisions of this code and amendments hereto.
         f.   Order changes in workmanship and/or materials essential to obtain compliance with all provisions of this code.
         g.   Investigate any construction or work regulated by this code and issue such notices and orders as provided for in this code.
         h.   Keep a complete record of all the essential transactions of his office.
         i.   Transfer all fees collected by him to the proper authority provided by law to receive such funds.
         j.   Maintain an official register of all persons lawfully entitled to carry on or engage in the business of plumbing or to labor at the trade of plumbing to whom a plumber's certificate of qualification has been issued in accordance with provisions of section 7-3-5 of this chapter. 7-3-3: APPLICATION OF PROVISIONS:
   A.   Standards Applicable: The construction, installation, extension, alteration, maintenance, repair and inspection of any plumbing, natural gas or drainage system shall be performed in accordance with the provisions of this chapter, except as otherwise provided, and shall conform to the requirements, standards and provisions of the latest edition of the international building code. In the event that any provisions of the latest edition of the international building code is in conflict with the provisions of this chapter, the provisions of the latest edition of the international building code shall govern and be controlling.
   B.   Applicability To Natural Gas: The provisions of this chapter in general and the international building code, as adopted, in particular, shall govern the installation, contribution, repair, alteration and maintenance of any natural gas facility insofar as said provisions deal with plumbing standards. All administrative provisions such as licensing, permits, permit fees, inspections, appliances, distributions and testing for natural gas installation or facilities shall be those set forth in the West Wendover gas facilities and appliance ordinance.
   C.   Nonapplicability To Liquefied Petroleum Gas: The provisions of this chapter in general and the international building code, as adopted, in particular, shall not govern the installation, construction, repair, alteration and maintenance of any liquefied petroleum facility and any reference to liquefied petroleum gas in this chapter or the latest edition of the international building code shall be deleted and of no force and effect. The provisions of the gas facilities and appliances ordinance shall govern and be controlling of all liquefied petroleum construction and installations. (Ord. 91-30, 8-6-1991; amd.
