(a) The Village Administrator is hereby authorized to collect delinquent utility bills in such manner as he/she deems in the best interest of the Village. Including, but not limited to, having the Fiscal Officer certify delinquent bills to the County Auditor for collection with the real estate taxes, accepting a promissory note with appropriate interest and secured by a mortgage on real estate and/or a security interest in personal property or fixtures, and securing the services of a collection agency or attorney to collect upon the same.
(b) The Village Fiscal Officer shall also have the authority to order the release of any bills previously certified to the County Auditor, to release any mortgage or security agreement, and to withdraw any collection from a collection agency or attorney.
