925.05 TAP-IN FEES.
   (a)   The charge for a new 3/4 inch water tap shall be a minimum of four hundred fifty dollars ($450.00) plus the current cost of a Village approved new meter, the meter will be supplied by the Village. If conditions exist that causes the installation costs to exceed the expected fee of $450.00 plus meter cost, the consumer will be responsible to pay this additional costs.
   (b)   The charge for a new one-inch water tap shall be a minimum of five hundred dollars ($500.00) plus the current cost of a Village approved new meter, the meter will be supplied by the Village. If conditions exist that causes the installation costs to exceed the expected fee of $500.00 plus meter cost, the consumer will be responsible to pay this addition costs.
   (c)   The charge for all larger taps above the size of one-inch shall be the actual cost of all materials, including the meter, and labor costs involved in installing the tap.
   (d)   Water meters shall be of the make, type, model, and design, approved for use by the Village Administrator.
   (e)   The cost for all first time water meter installations shall be borne by the consumer as a part of the tap charges and all subsequent repairs or meter replacements (unless negligence or abuse by consumer causes damage to meter) shall be borne by the Village. Any additional meters required to convert to multiple consumer units shall be charged to the property owner at the actual cost of the meter to the Village.
   (f)   The charge for new 3/4 inch taps on existing services shall be four hundred dollars ($400.00) plus the cost of any additional meters.
   (g)   Major jobs using a three man (or more) crew with two or more pieces of Village equipment shall be charged at a rate of one hundred dollars ($100.00) per hour during normal working hours or one hundred fifty dollars ($150.00) per hour for work done other than during normal working hours. Such jobs shall include, but not limited to:
      (1)   Service taps for 1 ½", 2", 4", 6" and 8" taps.
      (2)   Hydrant repair due to accidents: unless minor repairs.
      (3)   Water main ruptures by private contractors.
   (h)   Labor fees shall be assessed at fifty dollars ($50.00) per hour or seventy-five dollars ($75.00) per hour during other than normal working hours, for minor projects. Equipment fees shall be assessed at forty dollars ($40.00) per hour.
   (i)   All services shall be installed with a separate shut-off valve located outside the facility with Village access if necessary. All meters shall be installed with a proper inside shut off valve located on the line just before the meter also a shut off valve must be located just after the meter and both must be kept in good working order by the owner at the owner's expense. Special locking-valves may need to be installed if requested by the Village at the owner's expense.
   (j)   All meters shall become the property of the Village, and shall be in an acceptable location, safe from freezing and easily accessible to Village personnel at reasonable times during normal working hours. Where the Village has furnished a water meter or has acquired title to any water meter as hereinbefore provided, the property owner shall be charged and held responsible for all repairs or cost of replacement occasioned by frost, hot water, or neglect on the part of such owner or for the loss or theft thereof.
   (k)   Failure to comply with subsections (i) and (j) may be cause for the Village to require an outside meter pit to be installed; with appropriate fees to be assessed to the property owner. (Ord. 2023-02. Passed 4-13-23.)
