921.09 USE OF PUBLIC SEWER REQUIRED.
   (a)   It shall be unlawful to discharge to any natural outlet within the Village of West Unity, or in any area under the jurisdiction of said Village, any sanitary sewage, industrial wastes, or other polluted water, except where suitable treatment has been provided in accordance with subsequent provisions of these Regulations or any ordinance.
   (b)   No privy vault, cesspool, septic tank, or other receptacle for sewage, shall be established, constructed, repaired, maintained or allowed to remain in service on any lot or land in the Village if said lot or lands abuts upon a street, alley, avenue or public grounds which are provided with both the sanitary sewer and Village water lines, or on any private grounds containing such sewer or water lines or are provided with same. Any such receptacle or other device or equipment for treatment or disposal of sewage shall be thoroughly cleaned and disinfected and filled to the ground surface with earth, ashes, or other suitable filling material.
   (c)   The owner of all houses, buildings or properties used for human occupancy, employment, recreation, or other purpose, situated within the Village and abutting on any street, alley or right-of-way in which there are now located or may be in the future located a public sanitary sewer of the Village, is hereby required at his own expense to install suitable toilet facilities therein and to connect such facilities directly with the property public sewer in accordance with the provisions of this chapter, within 180 days after date of official notice to do so. Official notice shall be deemed to mean:
      (1)   Notice to connect sent to the property owner by Registered letter, or
      (2)   In the case of the completion of the original sanitary sewage treatment plant and sanitary sewer lines of the Village official notice to connect shall be by a published notice published for two consecutive weeks in a local weekly newspaper of general circulation and the effective date of such published notice shall be the date of the second publication.
   (d)   The Village Administrator of the Village may grant limited time extensions for connecting with the proper public sewer, upon written application for such time extension by the property owner, where the situation warrants such an extension in the sole judgment of the Administrator.
