505.014 ANIMAL OWNER LIABLE FOR DAMAGE TO PUBLIC PROPERTY; RUNNING AT LARGE.
   (a)   The owner, keeper or harborer of any animal which damages or destroys parks or public property or any private property or attacks any human being or domestic farm animal shall be held liable for the full value of the property damaged or destroyed in addition to any penalties imposed for violation of this chapter.
   (b)   No person being the owner, keeper or harborer of any animal shall permit it to run at large upon any public place or upon any unenclosed lands within the Municipality or upon the premises of another, regardless of whether said animal is registered or unregistered, and regardless of whether or not a permit has been granted for said animal in accordance with Section 505.012.
   (c)   Whoever violates this section is guilty of a minor misdemeanor for the first offense and a misdemeanor of the fourth degree for each subsequent offense.
